Start by finishing the cleanup from every confirmed cat. Mark the rest of its row, column, colored region, and all touching neighbors with X marks.
Then scan each row, column, and region for a group with one legal cell left. Most stuck boards are missing an elimination rather than missing a guess.
Next logical move
Use region-line restrictions
If every remaining cell in a colored region sits in one row, that row cannot contain a cat outside the region. The same restriction works with columns.
After applying that elimination, scan again for hidden singles. On a hard board, one region-line restriction often starts a chain of forced placements. If you want a smaller board to practice that pattern first, start with Easy Meowdoku.
